Tsirang, July 17, 2025<\/strong><\/em> \u2014 A three-day Annual Work Plan and Budget (AWPB) Review Workshop was successfully conducted from July 15\u201317, 2025, at the Professional Development Centre, Tsirang. The workshop brought together key stakeholders from implementing agencies, government departments, and development partners to collectively review and validate the AWPB for the fiscal year 2025\u201326.<\/p>\n\n\n\n

The workshop was organized by the Project Management Unit (PMU) following multiple rounds of review of the 2025\u201326 AWPB by the DPCC, the International Fund for Agricultural Development (IFAD), and the PMU itself. The plan had also been revised in line with the directives of the 3rd Project Steering Committee (PSC) meeting held on January 15, 2025, in Panbang, Zhemgang, and was realigned with the Revised Cost-Sharing Mechanism 2025 and the Amended Financing Agreement.<\/p>\n\n\n\n

Given the lessons learned from the first year of field implementation, the PMU deemed it essential to revalidate the revised AWPB to ensure that the planned activities are feasible and can be implemented smoothly and efficiently.<\/p>\n\n\n\n

Objectives and Key Discussions<\/strong><\/p>\n\n\n\n

The primary objective of the workshop was to finalize and validate the AWPB for 2025\u201326. Specifically, the workshop focused on:<\/p>\n\n\n\n

    \n
  • Reviewing the overall progress and key lessons learned from the 2024\u201325 implementation.<\/li>\n\n\n\n
  • Assessing the revised AWPB in light of implementation capacity, revised financing modalities, annual targets, and resource allocations.<\/li>\n\n\n\n
  • Validating the Annual Procurement Plan (APP), including procurement types, review modalities, and procurement methods aligned with each activity.<\/li>\n<\/ul>\n\n\n\n

    The workshop brought together representatives from various implementing agencies and technical departments. Participants included officials from the Policy and Planning Division of the Ministry of Agriculture and Livestock, DPBP, DMDF under the Ministry of Finance. Four project Dzongkhags\u2014Sarpang, Tsirang, Trongsa, and Zhemgang\u2014were represented by their Dzongkhag Agriculture Officers, Livestock Officers, Economic Development and Marketing Officers, Focal Accountants, and Procurement Officers. Other participants included focal officers from the Department of Agriculture, Department of Livestock, Bhutan Food and Drug Authority (BFDA), Agriculture Finance Division, DAMC, RAMCO, and WFP TA.<\/p>\n\n\n\n

    The outcomes of this workshop are expected to streamline the project\u2019s implementation and procurement processes, paving the way for improved performance and impact in the upcoming fiscal year.<\/p>\n\n\n\n
