A Multi-stakeholder Platform (MSP) for Dairy Industry in Trongsa.

“A MSP is a process in which diverse actors (producer organizations, aggregators, processors, wholesalers and service providers) collaborate to achieve a common goal.” MSP is fundamentally about participatory information sharing, decision-making and engaging in win-win business along the value chain. The actors involved must understand and commit to their roles and responsibilities to ensure success of the industry as an entirety.

After two days of discussion, deliberation, and intercession on 24th and 25 October 2025, finally we have formalized a Dzongkhag level MSP for dairy industry in Sarpang. The representatives of POs, private investor in dairy processing plants, wholesalers of the dairy products and services providers congregated to establish the MSP. A total of 32 participants attended the MSP formalization consultation meeting.

The shared vision of the MSP is to make 864 HHs of Trongsa famers richer on average by Nu. Nu. 118,049.29, annually through production of 5941.1 liters of milk daily by 2030. The industry is expected to contribute 10% of milk production target of 13th FYP of the MoAL. A centralized milk processing plant (CMP) will be established in Nubi Gewog having daily processing capacity of 5000 liters of milk. Butter, cheese, pasteurized milk, Greek yogurt, and shedder cheese will the major products of the processing plant. The preliminary demand assessment for these products by the high-end hotels is conducted substantiate the demand.

The stakeholders and their concurred roles and responsibilities are specified in the new dairy value chain map.

The Trongsa dairy MSP consists of 25 members with representations from input suppliers, producers, processors, traders, and Government agencies.

The MSP will held general meeting at least twice in the year but during the emergencies, the executive board can call on for adhoc meetings.

The members of the executive board (Chairman, General Secretary, Finance Officer, and the Observers (3)) of the MSP are elected through secret ballot ensure fair election. The executive board members are elected for one year but upon the approval by the general assembly, the tenure can be extended by another year.

Any issues pertaining to Trongsa Dairy Industry shall be discussed and deliberated in the MSP and appropriate common solution should be unearth through participatory dialogue and communication. Even the price negotiation and legal agreements between various actors should be drawn in the MSP. The first MSP general assembly of the dairy MSP of Trongsa is to hold within second week of November 2025 in Trongsa where ToR for office bearers and detailed action plan for Trongsa dairy industry will be developed.       

A total of 3283 people (1970 female, 1313 male) are expected to benefit from the Trongsa Dairy Industry. The industry is also expected to engage and benefit 985 youths and 34 people with disability of Trongsa Dzongkhag. A total of 905 employment is expected to create and annually Nu. 130.63 million is expected to contribute to national GDP.
